Lu Jian: Different Evolutionary Paths of Industrial Clusters in China and Construction Ideas During the 15th Five Year Plan Period

Abstract: Industrial clusters are an important engine for regional economic development in China. On the basis of sorting out the existing types of industrial clusters in China and analyzing the formation reasons and driving forces of each major industrial cluster, this study finds that there are significant differences in the development of different industrial clusters in China, mainly reflected in the investment subjects, the arrangement of investment matters, the activity level of social capital, and the core division of labor of industrial cluster functions. In addition, there are differences in the resource endowment and development trend of industries in different regions, which makes it easy for industrial imitation in relatively lagging areas to cause industrial involution and neglect the transformation of traditional industries. To this end, in response to the 15th Five Year Plan, China's various industrial clusters need to fill the gaps in industrial development, reduce the average production costs of the industrial chain, make strategic investments based on local conditions and industrial development laws, create long-term patient capital suitable for industrial growth, and form a positive incentive mechanism for project power, continuously forming a virtuous cycle of high-quality development of industrial clusters.
