Chen Dong: The 15th Five Year Plan: Challenges and Optimization Suggestions for the Development of Strategic Emerging Industries in China

Abstract: Strategic emerging industries are an important support for China's high-quality development. Currently, China's strategic emerging industries have achieved significant results in maintaining high-speed development, promoting economic growth, optimizing industrial structure, enhancing innovation capabilities, and improving enterprise competitiveness. However, they still face problems such as insufficient market demand, uneven allocation of investment resources, lack of patient capital, limited breakthroughs in core technologies, and pressure on industrial chain security. During the 15th Five Year Plan period, it is necessary to balance the supply-side policy support with the demand-side policy guidance, coordinate the manufacturing industry with high-end productive service industries, connect technological innovation with industrial innovation, promote the symbiosis between chain owners and specialized and innovative enterprises, and balance the responsibilities of central and local industrial policies. In response to these challenges, this article proposes countermeasures and suggestions from five aspects, which are improving the demand support system, optimizing the investment structure, cultivating a patient capital ecosystem, building an efficient innovation ecosystem, and enhancing the security guarantee capability of the industrial chain, so as to promote the healthy and sustainable development of strategic emerging industries.
