Abstract: China's deepening reform to break down market barriers is an inevitable choice based on our economic and cultural heritage as well as advanced institutional advantages as a major country, so as to smoothly open up both domestically and internationally in response to the unprecedented changes of the century. It is also an important measure to drive high-quality economic development. Among the naturally occurring, culturally induced, and administratively driven barriers, the administrative barrier with numerous human factors, strong chain reactions, difficult rectification, and high uncertainty is the most prominent target of China's deepening reform to break down market barriers. China should follow the reform approach of effectively controlling naturally occurring and culturally induced barriers, with a focus on removing administrative barrier. By leveraging digital technology, it is suggested to shape a regulatory ecosystem that is complementary and synergistic, featuring legal standards - digital and intelligent governance - human assistance. It strengthens the service-oriented nature of government departments and the checklist-based regulatory system, establishes a market regulatory framework led by the central government and with flat and direct management, forms a coordinated and mutually reinforcing policy synergy with unified goals, and fully unleashes domestic demand potential and market opportunities.
