County towns not only undertake the transfer of urban population and industries, but also promote the nearby urbanization of agricultural migrant population. They are an important component of China's urban system and a key support for urban-rural integrated development, which is of great significance for promoting the construction of new urbanization and building a new type of relationship among industry, agriculture, urban areas and rural areas. As of now, the gross domestic product of county towns and county-level urban areas accounts for nearly a quarter of the country's total gross domestic product, and the population accounts for 30% of the country's urban permanent population, playing a crucial role in China's economic and social development. As a key link between urban and rural areas, how to adapt to the changing trend of rural population in county towns and promote the construction of county towns is the core of the integrated development of urban and rural areas in county towns. For a long time, the development of county towns has been clearly differentiated. The population size, sources, distribution, and mobility of county towns have also shown new characteristics and trends. In the process of government governance, the historical inertia-based resource allocation methods are obviously not suitable for the differentiation trend of county town population. This requires us to grasp and adapt to the trend of population changes in county towns scientifically, grasp the key points and breakthroughs of county town construction, focus limited resources on the most urgent and real needs of county towns, and improve the efficiency of resource utilization.
