Establishing a technology transfer system is one of the three core reform efforts to enhance the efficiency of technology transfer in universities. Since the country first proposed to establish the technology transfer system and systematize the promotion of achievement transformation work, universities have significantly improved the efficiency of technology transfer through self-built or joint-construction of technology transfer systems. From the perspective of the transfer system of technological achievements, in order to implement the requirements of the Third Plenary Session of the 20th Central Committee of the CPC on promoting the integrated development of technological innovation and industrial innovation, deepening the reform of the mechanism for the transformation of technological achievements, and strengthening the construction of the national technology transfer system, the key focus should shift to enhancing the professional support and service capabilities of the core subjects. During the 15th Five Year Plan period, efforts can be made in the following aspects.
1. Strengthen the operation office or center for the transfer and transformation of technological achievements in universities.
2. Strive to enhance the professional competence and service level of transformation service institutions and technical managers in universities.
3. Enhance the leverage effect and leading role of government guidance funds in supporting the transformation of technological achievements.
4. Strengthen the support of technology finance for the transformation of technological achievements in universities.
5. Strengthen, optimize, and specialize the network base for the transformation of technological achievements and enterprise incubation in universities.
