Chen Liu: Give Full Play to the Principal Position of Enterprises in the “Four Chain Integration”

General Secretary Xi Jinping emphasized while attending a deliberation at the first session of the 14th National People's Congress that we must strengthen the principal position of enterprises and promote deeper integration of the innovation, industrial, capital, and talent chains. In the process of promoting the integration of the four chains and concentrating high-quality resources to jointly promote key core technology breakthroughs, Nanjing should pay more attention and emphasize the role of enterprise entities, and innovate the form of four chain integration taking root in Nanjing.


This article first points out the insufficient integration and innovation capabilities between research institutes and enterprises in Nanjing's universities, and points out that enterprises should be placed in principal position in the integration of the innovation chain and industrial chain. It is necessary to reasonably evaluate the advantages of localization of Nanjing's innovation resources, and conduct in-depth research on the core obstacles in the transformation of science and education resources to industrial innovation in cities like Nanjing. Subsequently, it was analyzed that there is still a lot of room for improvement in the utilization efficiency of the two elements of capital and talent. Finally, it was proposed to fully leverage the role of the government and create conditions for the flow of funds and talent chains to innovative enterprises under a market-oriented mechanism, and four suggestions were put forward.
