Abstract: The construction of a new development pattern is a large project rich in economic theory and practical research topics, which demonstrates the new open development concept of Xi Jinping's economic thought. Based on the dual circulation attribute of the new development pattern, this paper systematically expounds the theoretical basis of political economy, new concepts of open development, important economic dimensions and significance of the new development pattern. The research shows that the construction of the new development pattern is in the same line with Marx's theory of capital circulation and reproduction, the theory of world history, and the theory of world market and international division of labor, so it has a profound theoretical basis of political economy; At the same time, it has a new concept that is different from the old open development concept in the past development stage, including institutional openness, domestic market scale advantages, high-level self-reliance, inclusive economic globalization, and coordinated development and security. The high-level open development under the new development pattern needs to be expanded and coordinated from five important dimensions: hierarchy, domain, scope, space, and order.
