The 2025 government work report outlines a new blueprint for the development of the service industry with bold strokes. The report frequently mentions statements related to the service industry, including clear directions such as modern service industry and service-oriented manufacturing, as well as derivative concepts such as service trade, service reform, and service supply, forming a systematic policy framework. This strategic deployment is not only a response to the reality that the added value of China's service industry accounts for 56.7% of GDP, but also an active choice to reshape the logic of economic growth driven by high-level opening-up and innovation.
The adjustment of the service industry policy system reflects a deep transformation in the logic of China's economic development. We will form a virtuous cycle of high-quality supply leading demand by expanding service consumption and deepening open innovation. This transformation is not only a pragmatic solution to structural challenges such as population aging and consumption upgrading, but also a strategic choice to support Chinese path to modernization with the modernization of the service industry.
With the implementation of policies such as artificial intelligence applications and pilot projects for service-oriented manufacturing, the service industry will become a key hub for facilitating the domestic and international dual circulation. To achieve this strategic goal, the government needs to continue promoting institutional innovation, while business entities need to strengthen their technology research and brand building. Ultimately we will form a new situation of service industry transformation leading high-quality development.
