The research group conducted research on nearly 300 foreign entrepreneurs in Jiangsu, a major province in the utilization of foreign capital, through online questionnaires, symposiums, and telephone interviews, reflecting the core concerns of foreign enterprises.
This article first points out the four major problems and four expectations faced by foreign-funded enterprises based on the survey. The four major issues include domestic supply chain costs, policy weaknesses, restrictions on cross-border flow of factors, and market access; The four major expectations revolve around factor mobility, entry barriers, policy fairness, and intellectual property protection.
Next, the problems and shortcomings of the current foreign business environment were analyzed:
1. The marketization, legalization, and internationalization level of foreign business environment need to be improved.
The environment for foreign enterprises to venture capital needs to be improved, including industrial supporting capabilities, innovation incentive policies, and production and operation costs.
3. The government's proactive efforts need to be strengthened, and it is necessary to optimize the policy environment, increase property rights protection efforts, and improve the digital level of government services.
Finally, detailed and specific countermeasures and suggestions were provided to create an international first-class business environment where foreign enterprises dare to invest:
1. Accelerate the reform of market access and licensing, and create a more convenient business environment
2. Deepen the division of labor and cooperation between domestic and foreign capital, and create a more open and win-win business environment
3. Implement national treatment for foreign investment and create a more fair business environment
4. Strengthen the construction of the rule of law and create a more transparent business environment
5. Highlight distinctive and precise services, create a positive and innovative business environment
