As the large-scale artificial intelligence program ChatGPT has achieved a breakthrough in natural language processing, it can be expected that large-scale artificial intelligence models will soon be expanded and applied on a large scale, which will promote the transformation of the entire economy and changes in social structures.
This article first points out that there may be various political, economic, social, ethical, and national security risks in the development and use of artificial intelligence, and that countries with leading artificial intelligence technologies such as Europe and the United States have already taken precautions by formulating responsibility standards and supervision to manage and reduce risk. Then, the article cited the examples of Microsoft and Google to illustrate the role of enterprises in the formulation of corporate responsibility standards; and listed a series of laws and policies promulgated by the US government to demonstrate the US government's regulatory system for artificial intelligence. Finally, the article provides three policy suggestions for establishing AI responsibility standards and promoting the healthy development of AI in China:
1. It is suggested that the National People's Congress formulate the Artificial Intelligence Law and the State Council formulate relevant implementation rules to enhance the fairness and transparency of artificial intelligence algorithms; at the same time, establish safety responsibilities and ethical standards for the development and use of artificial intelligence.
2. Establish an inter-ministerial artificial intelligence safety and responsibility committee to coordinate artificial intelligence-related policies, and fundamentally guarantee the coordinated development of industrial development and national security.
3. Promote industry and enterprises to establish responsible standards for the development and application of artificial intelligence.
