Abstract: Improving the modernization level of the industrial chain is a major strategic deployment for our country to coordinate industrial security and high-quality development under the new situation. Industrial chain modernization is a concept of system integration, including horizontal and vertical collaboration, which respectively refers to the collaboration between various production factors such as technology, capital, and human resources and enterprises, as well as the collaboration between upstream and downstream of the industrial chain. Improving the horizontal and vertical synergy of the industrial chain is a breakthrough in promoting the modernization of the integrated circuit industrial chain. This requires optimizing the technical route and promoting the spirit of craftsmanship, developing an industrial chain map, improving the level of industrial chain and ecological governance, enhancing the efficiency of government fund investment, and enhancing the adaptability of talent supply and industrial demand.
