The misplacement of urban-rural factor circulation induces a inefficient land use and capital exploitation. Finally, the article provides countermeasures and suggestions to crack the withdrawal effect and promote rural revitalization: 1. Focus on industrial revitalization and improving people's livelihoods, and accelerate the return of farmers to live and work in peace and contentment. 2. Focus on talent cultivation and compensation improvement, and enhance the recognition of the status and value of agriculture, rural areas, and farmers. 3. Focus on land transfer and capital circulation, and build areas where rural elements are stored and protected.
