Abstract: Establishing an industrial science and technology innovation center with global influence is a core initiative for Jiangsu Province in thoroughly implementing President Xi Jinping's important discourses and directives on scientific and technological innovation. The central objective of the industrial science and technology innovation center lies in achieving influence, which is specifically manifested in various aspects, including the ability to allocate global innovation resources, set global technical standards, capture and control relevant global industrial markets, lead global industrial development trends, and participate in global innovation governance. Establishing a globally influential industrial science and technology innovation center requires further optimization of development pathways and institutional mechanisms based on the current foundation: increasing investment in basic research to enhance original innovation capabilities; improving the innovation ecosystem to promote the efficient allocation of innovation factors; strengthening talent cultivation and recruitment to build a hub for innovative talent; deepening institutional and mechanism reforms to stimulate the vitality of innovation entities; and expanding open innovation cooperation to enhance internationalization. Establishing a globally influential industrial science and technology innovation center is a complex systemic endeavor that requires long-term accumulation, sustained investment, and systematic planning.
