Liu Zhibiao: Resolutely Eliminate Hidden Barriers in the Development of a Unified National Market

Abstract: To accelerate the development of a unified national market, it is essential to resolutely eliminate all tangible and intangible bottlenecks and obstacles. Since the implementation of the Guidelines on Accelerating the Development of a Unified National Market, significant progress has been made in terms of market scale, structure, functions, mechanisms, and environment, and overt obstacles to the development of the unified national market have been markedly reduced. However, hidden barriers that hinder the effective operation of the market still exist, exerting a significant negative impact on the free flow of market factors and the optimal allocation of resources. These hidden barriers primarily manifest as the glass door phenomenon—markets that are visible but inaccessible; the spring door phenomenon—markets where entry is difficult but development is even harder; and the Revolving Door phenomenon—backroom dealings and unfair market access; among others. To break down these hidden barriers in the construction of a unified national market, we must improve laws, regulations, and institutional frameworks; refine market entry and exit mechanisms; and strengthen enforcement against monopolies and unfair competition. We must also continuously optimize local government incentive mechanisms by reforming the performance evaluation system and adjusting the fiscal decentralization framework. Furthermore, we should establish a unified technical standards system, enhance standard coordination across different regions and industries, and promote the coordinated development of technology and standards.
