Abstract: Jiangsu boasts a solid industrial foundation, a sustained surge of innovative momentum, and an early start in strategic positioning within cutting-edge fields, giving it comprehensive advantages in implementing the new development philosophy and promoting high-quality development. In light of the new stage of development, it is necessary to balance a problem-oriented approach with systematic thinking, using chain-based technological upgrades, scenario-based openness, optimized fund governance, and cross-regional collaboration as key drivers to accelerate the establishment of a full-chain pathway encompassing upgrading existing capacity, expanding new capacity, and cultivating future-oriented sectors. To drive the upgrading of the industrial system under the guidance of new-quality productive forces, Nanjing is closely aligning with national strategic directions and building upon the city's developmental DNA, focusing its efforts primarily on three aspects: empowerment through science and education, open connectivity, and cluster-based foundation-building. Guided by President Xi Jinping's important directives, Jiangsu and Nanjing must focus on key challenges, strengthen systematic policy measures, and precisely target efforts to upgrade the industrial system: deepen chain-based technological transformation to elevate traditional industries; strengthen coordinated leadership to drive a leap in the capabilities of emerging industries; improve support systems to accelerate the implementation and effectiveness of future industries; and promote the high-quality and efficient development of the service sector to activate the interconnection bridge of the industrial ecosystem.
