Fei Taian: Large Population Loss in Counties in the Central and Western Regions, and Suggestions on Balanced Development of Urban Population in Counties

The essence of modernization is human modernization, and the flow direction of population is the most significant indicator of economic and social development differences in different regions. Traditionally, the population gathers to large cities during the urbanization, which is difficult to adapt to China's modernization. This article draws lessons from the experience of the country with balanced urban population development, and proposes policy recommendations for balanced population development in China.


This article analyzes the data of the past two national population censuses, and finds out that there are differences between the distribution of population flow and the modernization construction goals in the country. The specific conclusions are as follows.


1. The floating population increases sharply, and the unbalanced regional development is significant.

2. The population of counties in the central and western regions decreases significantly, and the population gathers to the single large city.

3. The counties in the central and western regions lag behind with weak population absorption capacity.


Germany is a representative country with a relatively balanced urban population. Its experience shows that the city with large population is not a requisite for economic efficiency, and the suitable system design can promote the coordinated development of urbanization in different regions. Based on the analysis, this article proposes the following four policy recommendations.


1. Optimize the allocation of economic resources, and enhance the endogenous development capacity of the county.

2. Draw on the experience of developed eastern regions, and stimulate private capital to invest in county and township construction.

3. Design a balanced layout of high-quality public service institutions, so as to enhance the attractiveness of towns.

4. Activate rural markets to promote the modernization of agricultural population.
