The book was produced as the research achievement of the major program of the state key research base for the humanities and social sciences under the Ministry of Education's “Trade Investment Integration and Adjustment of the Open Economy Development Strategy of the Yangtze River Delta” (program leader: Zhang Erzhen; Grant No.: 05JJD790012). It summarizes the achievements and experience of opening up in the Yangtze River Delta systematically and proposes pertinent advice on the modification of the open economy development strategy in the Yangtze River Delta based on the thorough analysis of the new characteristics of the modern international division of trade.
The general idea of adjusting the strategy of open economy development in the Yangtze River Delta is to participate in the international labor division system more thoroughly and comprehensively following the guidance of the scientific view in regards to development, and transform from an export-oriented economy featuring the introduction of foreign capital and export encouragement to the economic internationalization strategy of two-way opening up by “bringing in” and “going out”. Also, to transform from the acceptance of transfer of the international manufacturing industry and building the world factory to develop both the world’s advanced manufacturing industry and modern service industry, and to transform from technology importation to improving the capacity for independent innovation by making complete use of international scientific and technological resources. It should also continue to expand the scope of reform and opening up, optimize the opening-up structure, enhance the opening-up quality, improve the safe and efficient open economic system featuring internal and external coordination and win-win progress, and comprehensively strengthen regional economic competitiveness.
