As a deep creative undertaking, the “Double Leads” project of Jiangsu Province must be applied in both theory and practice. In February 2005, based on the instructions of Li Yuanchao, secretary of the CPC Jiangsu Provincial Committee, in-depth research and propaganda education of the “Indicator System for First Building a Moderately Prosperous Society in an All-Round Way in Jiangsu Province” was organized, the Publicity Department of CPC Jiangsu Provincial Committee and Nanjing University jointly set up the research group “Practical and Theoretical Thinking on Building a Moderately Prosperous Society in an All-Round Way in Jiangsu Province”.
We believe that Nanjing has explored an innovation-oriented path of sustainable urban development by allocating intensively the knowledge innovation resources of universities and scientific research institutions to urban pillar industries, predominantly the “Five Fields”, with coordinated efforts of “Three Forces” under the effective technology transfer mechanism and the combined effect of “Two Mechanisms” through “Four Carriers” based on the benefit of the national center for technology and education.
