Abstract: New quality productive forces are "spurred by revolutionary technological breakthroughs, the innovative allocation of production factors, and the in-depth transformation and upgrading of industries," with revolutionary technological breakthroughs taking precedence. For China, which is currently on the threshold of becoming a high-income economy, revolutionary technological innovation and its application play a decisive role in the latter two drivers of new quality productive forces. Revolutionary technological breakthroughs and their application are often the prerequisites and necessary conditions for the innovative allocation of production factors, and the in-depth transformation and upgrading of industries depend first and foremost on these breakthroughs and the application of innovative technologies. Developing new quality productive forces in a manner tailored to local conditions requires each region to identify its role in the division of labor based on comparative advantages. Nanjing boasts a strong industrial foundation, a favorable open environment, and outstanding talent resources. Only by taking revolutionary technological innovation as a key driver to develop new quality productive forces and striving to take the lead can the city generate widespread spillover effects through inter-provincial and inter-regional industrial collaboration. First, leveraging the strong foundation of the manufacturing sector to establish a main battleground for revolutionary technological breakthroughs; second, capitalizing on the advantages of high-level opening-up to build a hub for global innovation resources; third, drawing on strengths in science, education, and talent to strengthen the city's role as a source of innovation; and fourth, using regional coordination as a foundation to amplify the city's role as a hub in the innovation and industrial chains.
