Abstract: The new form of the smart economy represents an advanced stage of the digital economy; it serves as a new engine for driving digital economic growth and constitutes a novel economic model resulting from the deep integration of artificial intelligence with various industrial sectors. The current state of development of China's new smart economy—shaped by the "AI+" strategy—is primarily reflected in aspects such as industrial scale, sectoral distribution and applications, technological breakthroughs and application scenarios, policy support, and regional development. Currently, the development of China's new forms of the smart economy, driven by the "AI+" strategy, faces challenges such as computing power constraints, insufficient depth of industrial integration, an underdeveloped data industry ecosystem, and a shortage of high-end talent. The main difficulties lie in the need to enhance the level of independent technological innovation, the insufficient breadth and depth of application scenarios, and the relative scarcity of high-quality data. The overarching approach to the development of China's new form of smart economy under the "AI+" strategy is to drive the implementation of the strategy through a focus on independent innovation and practical applications, thereby further fostering the new form of smart economy. Based on this, the following policy recommendations are proposed: accelerate technological innovation breakthroughs across all sectors of the new form of the intelligent economy; promote the development of the new form of the intelligent economy through the industrialization of intelligent technologies and the intelligent transformation of industries; foster the deep integration of technological innovation and industrial innovation in the development of the new form of the intelligent economy; expand the diversified application of intelligent technologies and smart devices; cultivate the industrial ecosystem of the new form of the intelligent economy; and improve policy support for the development of the new form of the intelligent economy.
