Abstract: Accelerating the development of a modern industrial system centered on advanced manufacturing is a key pathway to fostering new-quality productive forces and enhancing industrial competitiveness from an industrial perspective. Optimizing and upgrading traditional industries, as well as fostering and expanding emerging and future industries, are both important pathways for developing new-quality productive forces in a manner tailored to local conditions. Building a modern industrial system anchored by advanced manufacturing requires starting from Jiangsu's industrial foundation and stage of development, coordinating the upgrading of traditional industries, the expansion of emerging industries, and the layout of future industries, while simultaneously promoting the empowerment of the service sector and the support of new infrastructure to form a synergistic industrial development pattern. Building advanced manufacturing clusters and organizing industrial chains within these clusters are crucial measures for Jiangsu to establish a modern industrial system anchored by advanced manufacturing. During the 15th Five-Year Plan period, the province must continue to deepen efforts to cultivate advanced manufacturing clusters and strengthen, supplement, and extend industrial chains, with a focus on enhancing industrial capacity and core competitiveness.
