Abstract: Promoting high-quality development in the service sector is not merely about increasing its share of the economy, but rather a strategic choice that aligns with the characteristics of China's current stage of development and the direction of modernization. The service sector serves as a vital force that integrates innovation chains, industrial chains, and supply chains, and empowers industrial upgrading. The core of implementing the Action Plan for Expanding Capacity and Improving Quality in the Service Sector lies in shifting the sector's focus from primarily scale expansion to an equal emphasis on structural optimization, quality enhancement, and capacity building, thereby better serving the broader agenda of high-quality development. Specifically, we must focus on the development of production-oriented services to enhance the security of industrial and supply chains; focus on upgrading consumer-oriented services to improve the quality of supply and consumer protection; focus on deepening reform and opening-up to enhance resource allocation efficiency and international competitiveness; and focus on key areas to strengthen critical support systems, thereby driving the quality upgrade of Nanjing's service sector.
