Abstract: The unification of administrative gauge ruled by law as the "nationwide unified principle" is the basis to boost further progress in establishing a powerful unified national market. The phenomenon of local governments acting "each with its own measure" is reflected in the fact that, due to the absence of applicable laws or the non-compliance with existing laws, administrative entities fail to conduct internal and external affairs in accordance with relatively fixed, reasonable, and unified institutional constraints. Diverse and separate administrative execution of laws impedes the interactive expansion of market scales, induces a segmented and polarized market structure, distorts the efficiency of market functions and exacerbates the market circulation ecosystem, which turns into an administrative obstacle in establishing a powerful unified national market. Accordingly, it is suggested that China should accelerate the legislative transformation of the regulations on building a unified national market based on a "national standard" for the basis, subjects, means, and supervision of administrative power, implement clear and universally applicable positive and negative lists of government powers and responsibilities, promote reforms in the judicial management mechanism and performance evaluation system, and enhance the digital and intelligent empowerment of government governance.
