Abstract: Ecological conservation is not a "cost item" for the marine economy, but rather a major strategic opportunity for Jiangsu. Jiangsu has transformed the concept of "harmony between humans and the sea" into tangible competitiveness, charting a path of high-quality development that prioritizes ecology, empowers industries, and fosters coexistence between humans and the sea. Safeguarding the ecological bottom line means safeguarding the future ceiling of industrial development. The practice in Tiaozini, Dongtai, demonstrates that ecological conservation and industrial development are not mutually exclusive. By leveraging ecological advantages to build industrial strengths and using industrial development to support ecological conservation, Jiangsu has provided a new model for the harmonious coexistence of humans and the sea.
