Abstract: New quality productive forces refer to a new form of productive capacity emerging amid the Fourth Industrial Revolution, characterized by intelligent technologies—particularly "computing power". New industries and new growth sectors serve as the vehicles for these new quality productive forces; accelerating the development of such productive forces must inevitably be realized through corresponding new industries and sectors. As the underlying technological logic driving the development of new industries and sectors, new-quality productive forces provide a solid material and technological foundation for them. From a holistic perspective, the development of new quality productive forces imposes new requirements on the driving forces, direction, and forms of industrial development. It will have significant and revolutionary impacts on industrial structure, industrial organization, industrial layout, upstream-downstream industrial linkages, and green industrial development. These impacts are primarily manifested in a more flexible industrial structure, flatter industrial organization, virtualized and clustered industrial layout, more coordinated industrial linkages, and greener industrial development.
