Abstract: The service sector is a vital component of the national economy, and its level of development serves as a key indicator of a country's economic progress. To promote high-quality and efficient development in the service sector, we must foster the deep integration of modern production-oriented services with advanced manufacturing, thereby providing crucial support for enhancing overall industrial efficiency. The current shortage of effective supply in China's service sector directly hinders the expansion and upgrading of service consumption. There is an urgent need to refine industrial policies for the service sector in a targeted manner to improve coordination along the service industry value chain and reduce institutional costs. Efforts should be accelerated to establish an industrial policy framework tailored to the service sector, characterized by "equitable access to factors of production, tax-friendly policies, and categorized guidance". This framework should include optimizing the allocation of land resources, promoting equitable access to capital, energy, and labor, creating a tax and fee environment conducive to enhancing effective supply, and exploring differentiated support policies based on sector-specific needs. At the same time, it is essential to move beyond industrial policies that merely serve manufacturing and implement more systematic policies for the service industry supply chain. By addressing dimensions such as "points, lines, planes, and volumes"—namely, breakthroughs at key nodes, supply chain connectivity, industrial ecosystem integration, and spatial layout—we must explore how to better enhance the effective supply of services, alleviate supply-demand mismatches, and unleash consumption potential.
