Abstract: Promoting China's excellent traditional culture is one of the major strategic issues to which the Central Committee of the Communist Party of China and the State Council attach great importance, and it is directly related to the overall goal of building a culturally strong nation. It is essential to fully recognize, from a strategic perspective, the importance, arduousness, and long-term nature of enhancing the influence of China's excellent traditional culture, using the development of the animation industry as a breakthrough. Key challenges in enhancing the influence of China's outstanding traditional culture include: insufficient attention from local governments to the inheritance of this culture; increasing factors hindering its global outreach; and growing risks to the high-quality development of the film and television industry. Furthermore, the current lack of innovation and craftsmanship in the full cultural industry chain dedicated to promoting and passing down this heritage is unlikely to change in the short term. Consequently, the construction of a cultural powerhouse will continue to face insufficient internal momentum and a funding gap. Accordingly, the following policy recommendations are proposed: From the perspective of national strategy, strengthen the understanding of the importance and challenges involved in disseminating China's excellent traditional culture; fully leverage the catalytic role of fiscal funds in the high-quality development of the animation industry to ensure the breadth and intensity of investment in the dissemination of China's excellent traditional culture; encourage and guide private capital to participate in the process of deep integration between the animation industry and China's excellent traditional culture; and, by strengthening international cooperation and enhancing social recognition, fully harness the unique effectiveness of the animation industry in the field of disseminating China's excellent traditional culture.
