Abstract: The goal of high-quality development in Suzhou's service sector is to contribute to the broader development of Jiangsu Province and the nation by maintaining a focus on manufacturing, while simultaneously driving economic transformation through the development of services. Key implementation pathways include vigorously developing production-oriented services, actively advancing the digital transformation of manufacturing, and accelerating the development of Suzhou as a "City of Consumption." The development of Suzhou's consumer-oriented service sector faces several challenges: the contradiction between consumption growth and insufficient purchasing power; the imbalance between high dependence on foreign trade and a relatively low share of trade in services; and the gap between the need to optimize the commercial ecosystem and business environment and the requirements of high-quality development. In response, the following strategies for high-quality development are proposed: First, increase public investment in consumer services; second, during the 15th Five-Year Plan period, prioritize raising residents' disposable income as a fundamental task for service sector development; third, further optimize the industrial ecosystem and business environment to lay a solid foundation for accelerating the high-quality development of the service sector.
