Ling Yonghui: Firmly Upholding the Bottom Line of Preventing Systemic Risks

Abstract: Upholding the bottom line of preventing systemic risks is the fundamental lifeline for economic work. Currently, resolving risks in key areas faces multiple challenges: risks are hidden and contagious, making them difficult to identify and predict; risk resolution involves the balancing of diverse interests, making coordination across multiple entities difficult; and the international environment is complex and volatile, making it difficult to prevent and control the importation of external risks. At the same time, China possesses unique advantages in preventing and resolving risks: the Party's centralized and unified leadership ensures efficient decision-making and robust implementation in risk management; the vast scale of the economy and ample policy space provide sufficient room for maneuver in risk prevention and control; and the practical experience accumulated since the reform and opening-up offers valuable lessons for risk prevention and control. We must adhere to dialectical thinking and prevent and resolve risks through development: dialectically understand the relationship between risks and development; integrate bottom-line thinking with proactive action; and balance a systemic approach with targeted prevention and control.
