Abstract: During the "15th Five-Year Plan" period, policy orientations for emerging industries must be anchored in the strategic requirements of Chinese-style modernization. There should be a transition from selective industrial policies to functional market policies. Through a coordinated policy package, the challenges of scaling up emerging industries in the market should be addressed. By leveraging a unified, large-scale market, the endogenous driving force of this massive market for innovation should be unleashed, enabling China to become the "home base" that defines the rules and value high ground of future industries. Specific policy orientations include: first, breaking down administrative barriers and market fragmentation to establish a mechanism for scale expansion under uniform national rules; second, eliminating hidden barriers and asymmetric competition to reshape a market access environment that ensures equal competition; third, correcting the bias toward low-cost production and signal distortions to strengthen quality-driven demand-side pull; and fourth, regulating government behavior and innovation industry policies to optimize a governance framework that promotes ecological synergy.
