Liu Zhibiao: The National Unified Market: The Foundational Pillar for Building a New Development Paradigm

Abstract: The national unified market is a key concept in Xi Jinping's economic thought regarding the development of a socialist market economy; it represents a major innovation by our Party in grasping the laws of economic development and addressing practical development challenges in the new era. The Third Plenary Session of the 18th CPC Central Committee proposed that the market should play a decisive role in the allocation of resources while the government should better fulfill its functions; the Fifth Plenary Session of the 19th CPC Central Committee proposed building a high-standard market system. The 20th National Congress of the Party emphasized the construction of a unified national market; the Third Plenary Session of the 20th Central Committee devoted a special section to its implementation; the "Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development" explicitly called for resolutely removing bottlenecks and obstacles hindering the construction of a unified national market; and the "Outline of the 15th Five-Year Plan for National Economic and Social Development of the People's Republic of China" (hereinafter referred to as the "15th Five-Year Plan Outline") further dedicated a special chapter to its implementation. The unified national market has become a fundamental institutional arrangement that is central to the overall cause of Chinese-style modernization.
