Abstract: The conceptual framework and core essence of "new-quality productive forces" include innovation-driven development as the driving mechanism; emerging business models as the fundamental form; the integration of production factors as the mode of allocation; factor remuneration as the core indicator; and a green and ecological foundation as the underlying theme of development. State-owned capital plays a pivotal role in fostering, generating, and strengthening new-quality productive forces, demonstrating unique significance and value in terms of national strategic planning, strategic choices, and strategic support. Currently, some regions have explored and established distinctive models where state-owned capital supports the development of new-quality productive forces, providing practical scenarios for this initiative. To leverage the roles of state-owned capital as a stabilizer, driver, booster, ballast, and new engine for the development of new-quality productive forces, it is necessary to accelerate the formation of a synergistic force involving the government, the market, and the ecosystem, thereby effectively ensuring the functions of state-owned capital in strategic orientation, value investing, patient capital, and responsible investing. In the future, state-owned capital and state-owned enterprises must cultivate an entrepreneurial spirit, keep the broader national strategic picture in mind, collaborate with social capital to expand the scale of patient capital, and optimize its quality, proportion, and structure. At the strategic level and in core sectors, they must enhance their long-term capacity to empower scientific and technological innovation and the research and development of "chokepoint" technologies.
