Abstract: As the manufacturing sector becomes increasingly knowledge-intensive, the technical, process, and engineering capabilities accumulated by "Specialized, Refined, Unique, and Innovative" enterprises in specific manufacturing segments are gradually meeting the conditions to enter the market as “intermediate service inputs.” In practice, the obstacles they face are primarily concentrated in areas such as long-term investment, revenue generation, capability and credibility, organizational coordination, and industrial application. To promote the expansion of SRUI enterprises into high-end production-oriented services, institutional responses must be developed around policy support frameworks, procurement and pricing rules, service evaluation, tiered cultivation, and industrial application scenarios.
