Abstract: Urban renewal is a key pathway to promoting high-quality urban development, and its core lies in achieving synergistic benefits between the preservation of historical and cultural heritage and the enhancement of urban functionality and vitality. This paper conducts an in-depth analysis of the multidimensional challenges currently faced in the areas of preservation and development within urban renewal practices. It systematically reviews the typical experiences of China's "micro-renovation" model in preserving historical context, improving the living environment, and revitalizing neighborhoods. Based on this analysis, the paper proposes policy recommendations focused on improving project management mechanisms, promoting the revitalization of business formats, innovating funding models, and strengthening institutional standards.
