Li Qiang, Secretary of the CPC Jiangsu Provincial Committee, pointed out at the second session of Forum on the Work of County Committee Secretaries that we should pay close attention to key issues, make breakthroughs, strive for substantial results, and focus on addressing the most important tasks of the top priority. It is imperative to increase residents' income, corporate profits and fiscal revenue. The 13th Party Congress of Jiangsu Province centered closely around the two topics of “innovation” and “enriching the people”. The latter means increasing the three types of income hereinabove. Professor Liu Zhibiao, Dean of Yangtze IDEI, believed that “‘enriching the people’ is a relatively comprehensive concept, which means improving not only the incomes of urban and rural residents, but also their living standards and level of welfare and security. The income level of residents in Jiangsu Province is not low when compared with other provinces and cities. However, the issue of unreasonable proportion of urban and rural residents’ income and GDP has long plagued Jiangsu Province. Therefore, we should focus on how to increase the proportion of resident income in the GDP of Jiangsu Province and targeted poverty alleviation in our discussion on the topic of enriching the people.” Recently, relevant experts and scholars in various industries had heated discussions and proposed suggestions on this topic.
