Zhang Ye and Liu Zhibiao: Solve the Origin Problem of Original Technology by Building the Long-term Strength of State-owned Enterprises

Through visiting local state-owned enterprises, this article finds that currently the state-ownedenterprises generally lack long-term strength and mechanism to support technological innovation, which is one of the most important factors affecting the role of state-owned enterprises in technological innovation.


To promote the technological innovation in China, it is necessary to build the long-term strength of state-owned enterprises. The technological innovation requires long-lasting investment. However, due to the imperfect mechanism for building the long-term strength of state-owned enterprises, they focus more on short-term tasks and pay insufficient attention to long-term goals such as cultivating technological innovation capabilities.


At present, state-owned enterprises lack mechanism to support the long-term strength of technological innovation, mainly manifested in the following aspects.


1. The assessment system focuses on current financial indicators and attaches insufficient importance to long-term strategic goals.

2. There is a great contradiction between the employment system of state-owned enterprises and the protracted nature of technological innovation.

3. The enterprises lack long-term funds, especially those willing to take risks in the long run.

4. There is a lack of long-term incentive and fault-tolerant mechanism for technological innovation within state-owned enterprises.


Finally, this article proposes some suggestions for building the long-term strength of state-owned enterprises and promoting technological innovation in China.


1. It is recommended to establish the long-term development concept and strategic goal for state-owned enterprises.

2. It is recommended to balance the short-term financial goals and medium-to-long-term technological innovation goals of the state-owned enterprises' assessment system.

3. It is recommended to establish a multi-level long-term investment and financing system which is conducive to technological innovation of state-owned enterprises.

4. It is recommended to establish a long-term talent team and internal governance structure.

5. It is recommended to establish a relaxed corporate environment where the leaders dare to innovate and have responsibility.
