In terms of methodology, to deepen the reform of government service, we must adhere to problem-oriented and demand-oriented. The key lies in how to know which administrative factors are still restricting the development of micro subjects, and what ways and roles the micro subjects need the government to play in the current situation. In order to deepen the reform of government service, it is required to establish an effective mechanisms for offering incentives and imposing constrains to form a two-wheel drive of motivation and pressure, which aims to form a collaborative governance framework of three departments and build a legal sunshine service-oriented government with limitation, promising prospects and efficiency. Therefore, the following recommendations are: first, approval service should reduce the examination and approval items; second, handling services can learn from company's practices, or in accordance with the efficiency-oriented principles of the new public management theory, to improve the efficiency of handling services through competition mechanisms; third, creating a fair environment requires to ensure the accessibility and fairness of government public services, and it is also necessary to actively use the high-pressure anti-corruption situation to promote reform and opening-up of industries; fourth, in order to reform and innovate government services, it is required to learn from the effective practices of Zhejiang and other provinces, and we can also summarize and refine some of the innovative reform practices of government services and promote them.
