Abstract: In order to take the lead in the construction of basic public services, Jiangsu Province has actively planned its policy design starting from 2021, in accordance with the requirement of taking the lead in building the one-card-for-all Jiangsu model for social security and cultural tourism. With multiple departments' coordination and collaboration, Jiangsu Province has overcome difficulties such as heavy workload, complex data technology, tight budget, and wide coverage, provided additional services, reduced the inefficiencies in the workflow, and increased the innovation. Jiangsu Province firstly designed the organizational structure, industry standards and engineering mechanisms, and then promoted the one-card-for-all construction in social security and cultural tourism throughout the province. It promoted the transformation of gate machines and ticketing systems in all A-level and above scenic spots and cultural venues in the province, realized the integration of six cards such as social security card, electronic social security card, and ID card, and achieved the one-card-pass of social security card in tourism, cultural experience, and other aspects. Taking the lead in achieving the identical-city-treatment, Jiangsu Province has made phased progress in promoting the convenient sharing of basic public services in the Yangtze River Delta. The above experience has reference value for further promoting the one-card-for-all construction in social security and cultural tourism in the Yangtze River Delta, and for promoting the convenient sharing of basic public services. It also has reference significance for accelerating the development of the digital economy and building a unified national market.
