After more than ten years of development in the Central and Northern Jiangsu, some influential industrial clusters have been formed, which are now facing a window of opportunity to transform into innovation clusters. International experience shows that realizing this strategic change requires the cooperative actions of entrepreneurs, social organizations, and government agencies. Therefore, it is recommended that government officials at all levels should be encouraged to accelerate the transformation of the concept of governance; set up a leadership coordination committee to promote the development of innovation clusters; integrate the development of innovation clusters and the construction of characteristic towns in the Central and Northern Jiangsu, so as to create a quality space environment as a carrier; pilot establishment of cluster associations to foster the introduction of innovative talents as well as capacity training of cluster enterprises, breakthroughs in common technological innovation, and Internetization of enterprises.
