The report of the 20th National Congress of the Communist Party of China proposes that the most difficult task of building a modern socialist country in all respects still lies in the rural areas. At present, the income growth of low-income farmers in Jiangsu Province is still insufficient, the income sources of economically weak villages are not stable, and the industrial development is still relatively weak. Based on the fiscal perspective and combined with policy support measures in Jiangsu Province, this article analyzes the current situations and challenges of financial support in northern Jiangsu, and proposes suggestions for improving relevant policies.
The current situations of financial support for the effective connection between poverty alleviation and rural revitalization in northern Jiangsu are as follows.
1. Deepen the fund integration and stabilize the financial investment.
2. Expand the financing channels and innovate the investment methods.
3. Improve the policy system and standardize the fund management.
The challenges faced by fiscal are as follows.
1. The pressure on fiscal revenue and expenditure is significant, and the diversified fiscal guarantee mechanism needs to be improved.
2. The fiscal revenue-generating ability is insufficient, and the efficiency of using financial funds needs to be improved.
3. The effective connection between the two major strategies is insufficient, and the financial support system needs to be improved.
The suggestions for financial support policies are as follows.
1. Improve the guarantee system for the scale of financial funds.
2. Improve the guarantee system for the usage of financial funds.
3. Improve the guarantee system for the management of financial funds.
