The present situation of the innovation foundation and industrial clusters in the Central and Northern Jiangsu is as follows: weak innovation foundation with windows of opportunity, concentrated in traditional industries with a lot of them being influencial; distributed as scale-intensive and science-based industries with weak innovative relationship, and low level of enterprise innovation output with active innovation as well as strong entrepreneurial willingness. In order to promote the transformation of industrial clusters into innovation clusters, we can learn from the following international experience: take entrepreneur groups as key actors to promote the development of innovation clusters; regard social organizations as key cooperative organizations to enhance the development of innovation clusters; and see governmental roles as key system designers to foster the development of innovation clusters. Therefore, the following suggestions are put forward: first, transform the governance concept of government officials at all levels to innovate the scientific and technological system and mechanism; second, set up a leadership cooperation committee to promote the development of innovation clusters and start the policy design of innovation clusters; third, coordinate the spatial development pattern of the Central and Northern Jiangsu, integrate the development of innovation clusters and the construction of characteristic towns in the Central and Northern Jiangsu, so as to create a high-quality space environment for innovative talents; fourth, pilot establishment of cluster associations to promote the introduction of innovative talents and capacity training for cluster enterprises, breakthroughs in common technological innovations, and Internetization of enterprises, etc.
