As the largest province in China's manufacturing industry and the largest province in utilizing foreign investment, the foreign investment in Jiangsu's manufacturing industry is related to the stable and healthy development of Jiangsu Province and even the national economy.
The quantity and quality of foreign investment in Jiangsu's manufacturing industry still take the lead, mainly manifested as follows.
1. The scale of foreign investment grows rapidly.
2. The industrial chain of foreign investment continues to extend, and the proportion of productive services continues to increase.
3. The cost and profit margin of foreign manufacturing enterprises increase steadily.
4. The government steadily promote institutional open-up, and push forward the implementation of foreign-funded projects.
The problems faced by Jiangsu's manufacturing industry in improving the quantity and quality of foreign investment are as follows.
1. The investment environment becomes complex, and foreign manufacturing enterprises lack investment motivation.
2. The support for production factors is weak, and the production expansion as well as the efficiency enhancement of foreign manufacturing are limited.
3. The interaction between domestic and foreign enterprises is not smooth, and the localization degree of foreign investment industrial chain is not high enough.
4. The support policies for foreign manufacturing enterprises are scattered, instead of forming a joint force.
The countermeasures for improving the quantity and quality of foreign investment in Jiangsu's manufacturing industry are as follows.
1. We should expand institutional open-up and attract foreign investment into key manufacturing industries.
2. We should strengthen the support for factors and ensure the stable operation of foreign manufacturing enterprises.
3. We should build various platforms and deepen the cooperation between domestic and foreign industrial chains.
4. We should improve the investment in service system and promote the enhancement of quality and efficiency of foreign enterprises.
