As a "big manufacturing province", although Jiangsu's advanced manufacturing develops rapidly, the low-end industries still occupy a high proportion. Whether the low-end industries can be upgraded will directly affect the transformation process of Jiangsu to a "smart manufacturing province". Despite the fact that the productivity of some traditional industries in Jiangsu which have gained competitive advantage in globalization is low, there still exist quite a few room for technological upgrading; for enterprises in the low-end link of global value chain and low-end product level, although the market competition is fierce, there is still a great deal of space to improve the added value. Therefore, Jiangsu needs to optimize the structure, technology, equipment, and brand of low-end industries to increase added value: the first is by means of supply-side structural reforms and the Belt and Road Initiative strategy to eliminate and transfer the high-polluting and inefficient low-end enterprises with overcapacity in the market through the market power; the second is to launch the "technical transformation combo box" to effectively solve the financial bottleneck of low-end industrial technological transformation; the third is to reduce the threshold of enterprise equipment renewal in various ways and shorten the transformation and upgrading cycle; the fourth is to promote collaborative linkage and demonstration drive to enhance the ability of low-end industry transformation and upgrading; the fifth is to build cooperation platforms to guide enterprises to "go global" and strengthen high-end leadership.
