Technological change is crucial to the development of a country. In the history of human development, every major technological change caused huge impact on business operation and the industrial composition of the entire society. Since the founding of the People’s Republic of China, our country has always attached great importance to technological development. On September 9, 1988, Deng Xiaoping said during his meeting with Czechoslovakian President Gustav Husak that, “Marx once said that science and technology are part of the productive forces. It has been proven that he was right. In my opinion, science and technology are the primary productive forces.” On March 4, 2013, General Secretary Xi Jinping delivered a speech at the group discussion of members of China Association for Science and Technology and the science and technology circles during the First Session of the 12th CPPCC National Committee. He pointed out that “from the global perspective, science and technology have increasingly become the main driving force of economic and social development.” With the deepening of globalization and the high development of information technology, technological change is accelerating, and it will have profound impact on every aspect of economy and society. How to adapt to the trend of technological change and cope with the challenges brought by technological change are the pressing issues that every country and region should address.
