The effectiveness of advancing supply-side reforms depends on institutional innovation and high-quality institutional supply. In the context of supply-side structural reforms, the government’s institutional innovation and institutional supply need to closely follow the main line of transformation and upgrading, and focus on solving the structural, institutional, and quality contradictions and problems in the development. The five development concepts of “innovation, coordination, openness, green and sharing” are used to optimize the relevant institutional environment. First, focus on strengthening the institutional supply related to scientific and technological innovation to lead new development and the construction of innovation-driven countries on the issue of development motivation. Second, aiming at the problem of harmony between man and nature, focus on strengthening the institutional supply related to environmental protection. Third, in response to the problem of uncoordinated development, it is necessary to focus on strengthening the institutional supply related to the establishment of a new industrial system and adjustment of the industrial structure. Fourth, focus on the development of internal and external linkages, and encourage the establishment of a two-way open system combining “going out” and “bringing in”. Fifth, on the issue of social fairness and justice, it is necessary to build an institutional guarantee system for shared development.
