Abstract: Jiangsu’s heavy chemical industry is mainly located along the coast and along the river. Relying on chemical industrial parks to achieve agglomeration, it has gathered hundreds of well-known domestic and foreign companies with high international technological advantages. In order to optimize the industrial structure of Jiangsu’s heavy chemical industry, it is necessary to adhere to the concept of green development, increase the technological transformation of energy-saving and environmental protection technologies, accelerate the green transformation and upgrading of process equipment, and scientifically coordinate the resources, capital, talents, technology, market and use of each park. Use platforms and integrated technologies to cultivate industrial commons, solve a package plan, and shape a W-shaped value chain. Seize the opportunity of the classification reform of state-owned enterprises, combine the attributes of the heavy chemical industry and the technology life cycle, adopt a common industry support policy, classify and break through various innovative projects according to the maturity of the process and the degree of modularity, and use the capital market ties to guide the rational layout of enterprises to achieve scale operation and structure optimization.
