In 2015, China’s software industry gradually entered a period of transformation and adjustment, and the revenue growth slowed down. In 2016, domestic economic growth has entered a new normal, and emerging fields such as cloud computing, Internet of Things and big data have entered a period of rapid development. Software industry will face a broader development space and is expected to maintain a good momentum of stable and rapid development.There are several problems in the development of the software industry: small-sized and medium-sized software companies face great pressure to survive under the new normal; the core capabilities of the industry are relatively weak and the product structure has obvious shortcomings; the effect of integration with traditional industry transformation and upgrading has not yet appeared; the talent structure problem is prominent. In response to these problems, the following countermeasures should be adopted. First, strengthen industrial policy guidance and further increase support for the software industry. Second, promote open source technology research to break through core technical bottlenecks. Third, accelerate the innovation and development of software companies and encourage industrial innovation integration. Fourth, build a software talent training system.
