Firstly, it's the mystery of the direction of foreign investment, which is that our manufacturing industry has been unregulated, but the foreign investment in the manufacturing industry still shows a long-term downward trend. The main reasons for the decline in foreign investment in the manufacturing industry lie in the following six points.
1. The investment cycle of the manufacturing industry is long.
2. China's regulation on energy consumption and environmental protection is becoming increasingly strict.
3. The core components are subject to foreign control.
4. Foreign investors reduce their investment in China to ensure the security of the supply chain.
5. China's service industry has increased its openness and attracted some foreign investment.
6. Western countries encourage the relocation of manufacturing industry, making our competition for foreign investment more severe.
In view of this, we should enhance the control of China's industrial and supply chains, and strategically build a third global industrial chain system that is independent of Europe and America, but can always serve Europe and America. At the same time, we should introduce supportive policies for manufacturing investment as soon as possible, and attract high-tech investment as much as possible.
Secondly, it's the mystery of the difficulty in achieving effectiveness of foreign investment policies, which is that the whole country values foreign investment, but the sense of policy achievement is still not strong. The main reasons for this situation lie in the following three points.
1. There is a gap between the central and local governments.
2. The effectiveness of the original system for attracting foreign investment has decreased.
3. The changes in external environment affect investors' confidence.
To this end, we should accelerate the establishment of the implementation mechanism for the central government's major policies, and improve the implementation effectiveness of the laws and policies.
