We should focus on building a sci-tech innovation center with global influence based on the industry, so as to achieve our dislocation development with Shanghai.
At present, Jiangsu's shortcomings lie in the following five aspects.
1. The foundation of industrial entities is not solid.
2. The industry's spatial agglomeration effect is small.
3. The industrialization rate of innovative achievements is low.
4. The industry-university-institute cooperation degree has reduced.
5. The global influence is insufficient.
In response to the shortcomings, Jiangsu's countermeasures for building an industrial sci-tech innovation center with global influence are as follows.
1. Collect government funds and drive social funds to establish a hundred billion level investment fund, focusing on several major projects with iconic sci-tech innovation and industrialization.
2. Strengthen industrial planning, select industries with first-mover advantage as key industries for layout, and promote the spatial agglomeration of industries.
3. Strengthen the industry-university-institute cooperation, and improve the industrialization rate of the scientific and technological achievements.
4. Increase the cultivation of local enterprises as well as specialized and sophisticated enterprises, reduce enterprises' R&D costs through financial and tax support, and improve the government procurement system to support the industrialization of enterprises and their innovative achievements.
5. Strengthen international cooperation and enhance the global influence.
6. Attract talents to gather in Jiangsu through various policies, and encourage talents to directly enter enterprises to work on scientific and technological innovation instead of entering public institution.
7. Encourage basic research and the development of basic industries.
