The development of strategic emerging industries has become an important strategic measure for governments at all levels to promote transformation and upgrading. It is an important material carrier for cultivating new growth driver and building a new industrial system. However, in the comprehensive planning, comprehensive promotion and comprehensive development under the national system, there are still many misunderstandings in concept and implementation, which has resulted in many hidden worries in the development of China’s strategic emerging industries, such as discussing “industry” out of “industry”, industry homogeneity, “bullwhip effect” of production capacity, core hollowing, high-end industries with low-end technologies, mutually exclusive with ecological civilization. Therefore, we need to start with improving industrial discrimination, strengthening planning linkage and industrial macro-control, improving the industry’s mechanism for supporting the superior and eliminating the inferior, and strengthening independent innovation with intellectual property protection as the core, so as to effectively solve the problem of two sides of the concept and implementation and the problem of theory and practice disconnected, and effectively promote the steady and orderly development of strategic emerging industries.
